Procurement is a field where web2 can be really disruptive, becasue the process is currently so closed. In the report I wrote I had to cut the whole section on this topic, but I will post it on this blog for discussion. I refer to Kelman's work on reforming the US public procurement. Would be nice to involve the WTO in this discussion as lots of regulations come from there.</description>

		<description>Hi David, great question. Previous to my current work on the Web 2.0, I  worked in sub-Saharan Africa and thus have been thinking intermittently on just this question. One great example that may be applicable in a DC context is the Procurement Wiki established by District of Columbia CTO Vivek Kundra. I can send some info along. It's all about transparency, accountability and ultimately action. I suppose the one challenge is that within the broad swathe of developing countries, access to information/internet is extremely variable. But these tools and capabilities could indeed be a large step forward.

But for the fax to be a tool you can count on (I'm too late to send a letter, I'll send a fax), you need a broader acceptance.

Personally I keep my co-workers and bosses posted on my activities with my blog and a wiki. But what if they don't read it ... ?
