Another example (see previous post) of measures acting on the drivers of government change, such as transparency, is the eCitizen charter from the Netherlands. It is a voluntary code, listing the rights of citizens towards eGovernment, and it uses a demand-led approach:

I just read your article about transparency measurement at the epractice journal (http://www.epractice.eu/document/4972)
As an old-fashioned eGovernment 1.0 official, I can only thank you for this clear and sound proposal.
The approach is brilliant but so simple that I can only hope it will be taken into account for future benchmarkings.
I cannot grasp yet how to apply it to my daily work, but I will definitively reflect on it, at least for the coming epractice.eu improvements.
