A mathematical explanation of this discussion

The question of this blog can be expressed as such:
online services : benchmarking egov1.0 = X : benchmarking egov2.0

Which can also be simplified:
online services : egov1.0 = X : egov2.0

the question is: X = transparency?

PS: I like to simplify; sometimes too much perhaps.

    Wow, that’s a STRONG statement. Brilliant!

    Even I need to think before I can subscribe to that. My two cents for the time being is that transparency plays a very important role. I am nt yet prepared to say it plays an all-important one.
